Blaine Parkin Named New CAO and Clerk for Elgin County

On behalf of County Council, Warden Ed Ketchabaw is happy to announce that Blaine Parkin (pictured below) has been appointed as the new CAO and Clerk for Elgin County.

Blaine has served in a variety of leadership positions over the past twenty years. Most recently he has served as the CAO for the Town of New Tecumseth. In addition to serving as both the CAO and Deputy CAO for New Tecumseth, he has held a variety of executive management positions with the City of Barrie including Director, Corporate Asset Management and the Director, Strategic Services and Economic Development.

His experience in these communities honed his abilities to manage growth and development and to seize the opportunities that accompany this growth.  He is a strong advocate of aligning strategic direction with work plans and integrating performance measurement to ensure that strategic priorities and the needs of stakeholders are met. He has a history of accomplishing these objectives by building relationships, and promoting collaboration and communication across all levels of the organization.

Blaine’s academic studies include a Bachelor of Environmental Studies in Architecture and a Bachelor of Applied Science – Civil Engineering. He has been a member of the Association of Professional Engineers of Ontario since 1996 and a member of the Ontario Municipal Administrators Association since 2017.

Blain remarked, “I would like to extend my sincere thanks to Warden Ketchabaw and Members of County Council for this tremendous opportunity.  We have some exciting times ahead of us and I’m thrilled to be joining Elgin County’s dedicated team.  I am confident that together, with County Council and our local municipalities, we will successfully accomplish our strategic goals and continue to make Elgin County the very best it can be.”

 
Blaine will begin serving in his new role on January 1, 2024.
