Funding Announcement for the Village of Fingal Road Reconstruction Project

Elgin County, ON – Today, Elgin County celebrated a major milestone with the announcement of nearly $3.7 million in provincial funding for the Village of Fingal Road Reconstruction Project. The investment, made through the Province of Ontario’s Municipal Housing Infrastructure Program – Housing Enabling Core Servicing Stream (MHIP–HECS), will support critical infrastructure upgrades that help pave the way for future growth in the area.
Member of Provincial Parliament (MPP) Rob Flack and Warden Grant Jones addressed local dignitaries, project representatives, and community members gathered for the announcement, which marks the next step toward the comprehensive reconstruction of key transportation routes in the Village of Fingal. Construction is expected to begin next spring and will include approximately 1.2 kilometres of Union Road and approximately 1 kilometre of Fingal Line, featuring a wide range of infrastructure improvements to support housing initiatives in the Township of Southwold.
These enhancements include a signalized intersection with turning lanes to support planned developments, decorative streetlighting and sidewalks, upgraded storm sewer infrastructure to accommodate growth, village gateway features for traffic calming, and full road reconstruction. The total cost of the project is $7,395,000, with the Province of Ontario contributing $3,697,500 and the County contributing an equal share of $3,697,500.
“Investing in local infrastructure is part of our government’s plan to protect Ontario, strengthen the economy and create more well-paying jobs,” said Kinga Surma, Minister of Infrastructure. “The Village of Fingal Reconstruction Project is part of our government’s nearly $2.3 billion investment in housing- and community-enabling infrastructure and will help Elgin County build 992 new homes. The funding will also ensure the community has access to reliable roadways and stormwater infrastructure that will support residents and businesses for years to come.”

The road reconstruction project is being closely coordinated with the Township of Southwold’s Shedden and Fingal Sanitary System Project, which is supported by a nearly $28 million provincial investment through the Housing Enabling Water Systems Fund. Together, these major infrastructure initiatives represent a transformative period of growth for the region, enabling new housing and commercial opportunities while enhancing quality of life for current and future residents.
